In 2027, the Bay Area will begin phasing out all residential and commercial water heaters that emit nitrogen oxides (NOx).
Natural gas appliances are among the largest contributors to NOx pollution in the Bay Area—on par with passenger vehicles. NOx exposure is linked to asthma, respiratory illness, and particulate pollution that disproportionately impacts low-income and BIPOC communities.
Under new rules adopted by the Bay Area Air Quality Management District (BAAQMD), from 2027, all new water heaters will need to be zero-NOx. The rules will expand to include furnaces in 2029, requiring a shift toward clean, all-electric alternatives like heat pumps.
While the regulation applies broadly—not just to multi-family housing—the impact on multi-unit buildings will be particularly significant. These projects typically rely on centralized systems and longer planning horizons. That makes early adoption not just smart—but strategic.
Now is the moment to test-drive these systems in smaller projects, get familiar with vetted contractors, and work zero-NOx heating into your long-term capital plans. Whether you’re retrofitting older buildings or designing new ones, getting started now gives your team more control over budget, timelines, and tenant experience.
In short: act now, and you get a smarter system that pays for itself faster.
At Harvest, we’re building for exactly this moment. Our all-in-one thermal storage system delivers zero-NOx water heating, heating, cooling, and storage in a single smart platform. It works across many multi-family buildings such as garden style apartments and condos, supports load flexibility, and integrates with existing infrastructure. We store energy when it’s cheapest and cleanest—and deliver it when it’s needed. As an added bonus, your tenants will see their bills go down - and commitment to your building go up!
You don’t need to replace every system in your portfolio today. But starting now—on your terms—means you’re not reacting later. With the right systems in place, you’ll avoid cost overruns, keep residents happy, and future-proof your properties for a zero-NOx Bay Area.
Let’s talk about what it takes to bring Harvest to your next retrofit or new construction project. The clean, smart, zero-NOx future isn’t just coming. It’s already here—and we can help you lead the way.
